Matching Unicode in 2 SQl Servers

I am setting up a new SQL server SQL 7 SP3, and trying to use sp_attach_db to attach the database to the new server. However, this did not work due to the two servers not being configured exactly the same for sort order, Unicode and char set. I tried using the rebuildm.exe to reset the configuration so that the servers would match. After doing what should be the exact same set up I still receive the error:

Warning: Unicode comparison flags 196609 in database differs from server Unicode comparison flags of 196611.

In the settings tab of the rebuild I have chosen to check the 3 check boxes for case insensitive, width insensitive, kana insensitive and I leave the accent insensitive check box unchecked. This is the default setting that I need to obtain the 196609 config to match the other server. However, after rebuilding the master database successfully, going back into the server and trying to run the sp_attach_db command I still get the same error. When I run a sp_helpsort it states:

Unicode data sorting
---------------------
Locale ID = 1033

case insensitive, accent insensitive, kana type insensitive, width insensitive

This to me clearly states that it is the wrong setting and has somehow activated the accent insensitve setting? I have run other rebuilds to make sure the setting are taking place and all of the other trials give the proper error codes and the proper settings are configured for the server. Does anyone have an answer how I can solve this problem? I am using a dedicated server solution so I am not on-site and to re-install SQL may not be do-able. Please let me know if there are any ways to change this setting. The new SQL server has nothing on it yet so any changes in configuration will not lose data settings. Any help is much appreciated.
