Master database ‘mysql’ has no data: 0 tables containing 0 rows !!

Am new user of MySQL, By using /usr/local/mysql/bin/mysql_install_db I think it create the Master database ‘mysql’ after running this command I found that this master database has no data: 0 tables containing 0 rows of data.
Then, I can’t use: mysql -h hostname mysql or mysql –r root mysql or anything else to Setting Up the Initial MySQL Privileges.
Where can I reach the tables that must contain this master database? I tried to run mysql_install_db several times and still the DB has no data!!

mysqladmin reload
then you should see whats new, connect by
mysql -u <username> -p

and you will be prompted for a password.
If you didnt set a passord dont add the -p ***************************************
