MapPoint Web Service 3.5 and VB.net

Hi,

Has anyone worked with the MapPoint Web Service and VB.net? I'm new to this mapping thing and I'm curious as to how I can come up with an application that reads student addresses from SQL server and plots these addresses on a map to establish a bus route for our local school district. Is the MapPoint Web Service the way to go? Also I need to come up with something that will not be costly because as we all know school districts never have any money. Any suggestions and information would be appreciated.
