I have a developer that needs to be able to map to the c$ on a domain controller...how can I give him those rights without making him a domain admin?

he has full access to the C: drive on that dc.

If you want him to have access to the C drive you could do it a couple of ways:
1) Share the drive and set the premission for him.
2) Give him Admin rights then he can use the built in admin share c$. You said you dont want to give him Admin right, So Im not sure If I wold allow him to use the entire C$ drive. You may want to share aloow the folders he needs to access. This will be a little more secure.

Good Luck
