Many tabs opening in windows XP 1

We recently upgraded from Windows ME and Office 97 to Windows XP and Office 2000. Now when the database is open everything that is done opens in a new tab on the toolbar at the bottom of the windows XP desktop. I.E. when it is first opened it has two tabs one for the database and one for my "frontpage" form. If another form is opened then a tab is added for that form (total 3) and so on... What causes this and/or is there a way to do away with it? It's not a huge problem but it bugs me.

menu Tools -> Options ...
untick windows in taskbar in the first Tab.
