manual setup of tcp/ipprotocols. dial up networking and modem

I have just loaded win 98 on a refurbished computer and everything appears to work fine but when I try to set up a dial-up network connection I get the following error message:
The internet connection wizard could not configure your computer to connect to the internet.
You must manually set up your own tcp/ip protocols. Dial-up networking and modem.....
How??

This is WinME nut the OS is basically the same. Could this be the cause?

If not, use this link to set up TCP/IP, DUN, etc.
It's a bit detailed but if you follow the directions, you should be OK.
