Manual config of /etc/environment on AIX 4.3.3 not work for new DST

We set our AIX 4.3.3 servers as follows:

chtz CST6CDT,M3.2.0/2:00:00,M11.1.0/2:00:00

and rebooted the servers.
However, when we run a date today, it produces:

Mon Mar 12 10:08:30 CST 2007

The AIX 5 servers all show CDT. This wouldn't be bad, but when an ntp update is done either manually (ntpdate) or automatically, it sets the date back one hour:

Mon Mar 12 9:08:30 CST 2007

Any help would be appreciated.
 
Leave off the "/2:00:00"s.

We put "TZ=CST6CDT,M3.2.0,M11.1.0" directly into /etc/environment on some AIX 5 servers that are near end of service, and it worked fine.

I did following in /etc/environment file. And it worked. chtz won't work I believe.

TZ=EST5EDT,M3.2.0/2:00:00,M11.1.0/2:00:00

For AIX 5.1 I just downloaded the APAR IY75214 ..and it was ok too.
