Mandatory Profiles Problem

I have succesfully setup a mandatory profile for the users in the company. The profile is working great, except for Outlook 2003. When the users try to start outlook 2003 they get an error "Cannot start Microsoft Office Outlook". We instlled outlook 2003 with a custom file and it configures itself. All works well for admins.

I believe this has something to do with them no having the ability to write to the profile, but I am not sure of the fix. Any Ideas?
