mand IE missing

Does any one know how to solve a problem with a Nortel Norstar 0X32 with a PIR in Mexico. The system in Mexico use EURO ISDN connected to an ENCORE SP-201-A to convert from PRI to E1 R2
Some times when i want to make a call i get "mand IE missing". does any one know wath that means? and How can i solve this problem?. Tahnk you

what does sometimes mean - can u explain under what conditions this happens ...
IE is Information Element
mand dont know what it means ...

Yes, this statement happens wen i trie to make any call. But only happens some times, not allways, that is, i make a call right now, then in five (less or more ) minutes wen i dial the number it let me dial the hole number and then it gives me the "mand IE missig" messages. And i think that mand is for mandatory, because in a PRI line some messages are mandatory and some not
