Managing printers

I am running an NT4 server with Win98 clients. I have a printer attched to one of the clients (which is only used as a print server), and want to be able to print work from the print queue on an individual basis (I work in a school and we are trying to control printing costs etc.) Our librarian has control of the print server, and has it permanently on paused/offline. When someone wants something printed, he/she prints, and then asks the librarian to unpause his/her job. We can obviously move items around the print queue, but when the queue is unpaused, more than one document sends to the printer before it can be re-paused. Is there any way around this?
