Managerr 11 hangs on install

Manager 11, Windows 7 pro. Starts to install, gets to .NET Framework 4.6 and then hangs. I have tried it on 2 laptops and the result is the same.

Manager version 11 requires .net 4.6.2 so you need to run the updates to get it or get the offline installer.
This takes some time so you will need some patience for this.
I had this problem on a Win7 machine not connected to the internet.

just had the same issue today..
loaded Microsoft.net from the web site and manager now working
