Microsoft Project is not very friendly when it comes to recurring tasks. I suspect many of the other PM tools will be the same.
You might consider a process management type of software (sorry no recommendations) or perhaps a custom Access or Excel application.
There are probably other possible solutions, but they are eluding my thought processes at this time.
Sometimes the grass is greener on the other side because there is more manure there - original.
