Manageable Parental restrictions 1

I have Windows XP Pro SP2 and Internet Explorer 6, also SP2.
I have set one admin account and a few limited user accounts for my wife, myself and kids.
I cannot seem to figure out a not too lengthy way to prevent kids from accessing pages with unsuitable content.
My question is:
Is there an easy way to get the browser to check for a number of keywords in the target page before opening it?
I do not want to have to manually enter allowed and not allowed URLs.
Or at least by category.
I have tried to download and install some software that was supposed to control access to the internet by ratings, but I found out that many common pages like ebay, this forum, google, etc are not readily rated and allowed.

Thank you in advance for any useful hint.
Also, is there an easy way to block chatrooms? Can I give exceptions?

If the announced features really work the way they describe, this would be perfectly what I'm looking for.
