Manage Mobile Phone - empty

I have a user in exchange where the "Manage Mobile Phone" option is available - however when I choose it there is no mobile phones in the list, and when I choose remove - it says I need to select one.

I have removed a phone from another user, and the Manage Mobile Phone option disappeared.

How can I clear the option from the empty user?

I believe this is what happened.

It started with a phone NOT syncing, and the option became available to manage this phone. Though because it had problems syncing it never showed up in the list of phones to manage.

Hunting around in the event viewer I found an ActiveSync error with this user in it and the server not having permissions.

Looking up the error I found the following link:
Following the steps there I able to successfully sync the phone and the Manage Phone now works properly.
 
I am having the same issue, but am not seeing any sync issues. please help.
