Can somebody recomend a set of tools (software) that can manage and control 1500 WAN routers, I would like to aotumate download upload of configs, change passwords

1500? Thats a fair amount of routers ;)

I would look at a HP Openview unning the new version of Ciscoworks that "plugs" into the HP Console. They partnered up several months ago for this.

Now for the cheaper and more work picture, solarwinds.net has a cisco router reader/writer that with some scripting would do it. It would be ugly but functional But I know they will tell you the hooks for programming it so if you have a hotshot VB guy , it might work ok. Or you could use something like Winbatch which allows you to control windows and pass commands/prse results from a window.
