Manage a VPN network with 20-30 SEF's

Hi

Is there a way to manage 20-30 SEF's connected to each other using VPN-tunnels.

I can't find any info on a management tool to do this SEF's and there also doesn't seem to be a way to route from one SEF over another SEF to 3 third SEF (via the VPN tunnels)

I also can't find any info on routing-protocols on the VPN tunnels.

Anyone has any info on how to handle this task (except migrating to Nokia)
30*29 tunnels is a little too much to do with a good tool.
