MAN circuit utilization and analysis

I have a cisco router (managed by our vendor). One interface is connected to a MAN ring (ethernet handoff) and the other to our internal network. We repeatedly get packets being dropped and ping time outs when other sites on our MAN ring try to ping or access data on our site. Our carrier says we are over utilizing the circuit. Is there a way to confirm this from my end? Should I use a network analyzer? If so, which one?
