Making Visual basic FTP default to 23 bytes

Folks,

I'm working on an application to FTP some data across to a Mainframe. The problem is that when using FTP within Visual Basic we can only get the file size down to 80 bytes when the mainframe is expecting 23 bytes. Have any of you dealt with FTP within VB and if so Id appreciate any comments / suggestion you might have.
