Making the Flash Writable

Copying a new Cisco IOS software image requires the router to be in RxBoot. Newer releases of Cisco IOS software make this step automatic and transparent in the background.
You have to change your configuration register value.
eg. 0x2101 to boot in RX Mode (0x2102 is normally the default setting)
