Based upon user sign on how do I make tables read only for that user?

Assuming "user sign on" means you are using Access security, you can assign what rights users have to tables in the security management dialogs. You could assign the rights to individual users or more preferably by group.

If you have implemented you own login procedure, then you will need to restrict access to your tables through forms, and write code in the form to implement security by locking/disabling/hiding controls according to the users permissions.
