making small but "quality" sound files

I am making about 7 web pages with 3 music files in each. What is the best way to compress the wav files without going to mp3.
Each file is about a minute of music which is about 9 megs in a wav file.... huge. After I make the .wav file, I can take it down to radio or "phone quality" but the it sounds horrible. I see so many 1 minute or more .wav files on the web that are 250kb or so and they sound great. How is that done?

Hi there,

I havn't had much experience with audio content, but have found the .ASF or .WMA formats to be quite good in terms of quality/size.

Theres an interesting analysis of audio formats up at
WMA can be made quite easily from WAV files using MS's Media Player tools.
