Making Outlook PST file location in home folder.

I have a citrix server farm and i am trying to iron out some bugs with roaming profiles, etc. Whenever i setup a user in outlook, it automatically puts there personal folders file on the server, not in ther profile path. What i am doing wrong?? I have tried both office xp and 2003 and getting the same results.
