Making one operator terminal primary and all others secondary

Would it be easy to make one switchboard operator have all new incoming calls and use other operators only as backups in case the primary operator is unable to take a call (line is busy or not connected)?

Suppose we have three operator terminals. The idea is that, with the amount of phone calls the operators get, it would be possible to make use of their time for other office tasks. However, the interruptions the incoming calls cause should be minimized. So, out of three operators, one is the primary one and gets most of the calls, and the other two are equal and help out as needed when the primary operator is busy.

I have tried finding out the answer to this through appropriate channels at my company, and the answer was negative: it's not technically feasible. I don't really believe this myself. It seems like a relatively simply setup.
 

Yes this has always been a feature:

OPCGS:CORG=z,DIR=x,CHO=1; (first choice)
OPCGS:CORG=z,DIR=y,CHO=2; (second choice)

"The command specifies the linking between the origin groups and the PABX operators, i.e. it specifies which PABX operators handle the different origin groups. The command also specifies whether handling is carried out as first choice or second choice. "
