making notifications a popup

I have an instance where we use auto-print to print both incoming emails, and emails with attachments. The problem is if their is an attachment that requires user input (ie. determining the proper association to open the program with) It blinks outlook in the background. If the user is away from the machine and comes back, he may never know their was an issue.

Is their a way I can setup the notification to "Always on top"? Or generate some type of popup?
