Making layers and ability to view them 1

I am trying to make a very simple book with black and gray designs on some layers and then some text on other layers. I am unable to view some of the layers sometimes.
 
Clicking the "eyeball" on each layer turns the layer on or off
 
Why are you unable to view the layers sometimes?... Are the upper layers opaque? Is visibility turned off? Is there a program error?
 
Thanks for your help! I am very new at this program as you have probably noticed, but determined to learn it!! The eyes are on. I can see the text in the box on the right but I can not see it on the page. I am not sure how to check the opaque for the other layers. This has worked before but can not get it to work now. Must be something I am doing wrong.
 
This has worked before but...

Maybe your preferences need to be reset to their install state, they sometimes get "hosed" and strange happen.

While holding down the [Ctrl Alt Shift ] keys, Start > All Programs > Photoshop.

A MessageBox will ask "Delete the Adobe Photoshop Settings File" to which you answer Yes.

The Preferences file will be rebuilt and hopefully your problem is fixed.
