Making copy of Databases

Existing server has Windows 2000 server running SQL server 2000(SP3)

We just acquired a New server with Windows 2003 and SQL server 2000 (SP4) in it.

When trying to restore the Master db into the New server,
I'm getting this error message: "The backup of the system database cannot be restored because it was created by a different version of the server than this server.

What is the best way to duplicate the databases from the existing server into the New server?
Do i have to have the same SQL service pack level on each machine?

No you don't, but you should always try to keep you servers with the latest sp. Also, the server you are moving the db to must have equal or higher sp, you can not go down a level.

you don't restore the master database. just restore your user databases.
