Making comments permanent in a pdf file

I want to add comments to a pdf document which will include marking through some text that I do not want the viewer to be able to see (i.e addresses, phone numbers and email addresses of persons). However, I need to make the comments permanent so the viewer cannot undo the comments and see the text that I have covered up. Is there a way to "lock" comments or annotations so they cannot be undone by the viewer?
