Making changes to MM class of service

I am trying to make changes to the time zone field in COS. The changes don't seem to have any affect on existing accounts. Is there some trick to make this work or am I stuck having to move everyone to another COS to make this change?
 
You or the user will have to change the time zone in the subscriber options

The users do not have the option to change it until I change the COS to not use the system default.
 
That is odd as the user should always be able to change i them selfs from the WSO or the subscriber options. Do your users use any of those ?

They are using the Outlook client voicemail tab. It does not show the time zone tab unless I create a new user under a new COS that has the time zone set to the time zone of the system.
