Making an Interactive Menu/Title Screen (similar to a DVD)

I need help with making a title screen. I want it to operate like a DVD screen where there is usually a background image with other images on top. These images must link to footage that has been created using After Effects. Once it is done playing, the footage must either give an option to return to the main page or simply loop back on its own. I have seen this done in After Effects so I know it is possible, but the question is how? I would really appreciate the help! Thanks!
 
Usually, when making a DVD menu, you'll use Photoshop to design the layout.

This way, you can create the 8-bits easily.
