Making a secure windows 2000 client for a library

Ok. We have a small network in our English institute that needs to have a computer in its library. There is no pdc or something like that. Only a workgorup network. When I was doing the military service as an it specialist we played around with nt 4.0 and there where it a program called policy editor that enabeled me to restrict a user more.

Now to the question. Is there a simular program for windows 2000 professional? I cant find it. Or do you recomend any other program? The computer must be very secure. People should be able to surf the web. Bring up ssh etc but not alter the system. No changing backgrounds, no moving of icons etc.

There are a lot of different tools to do that. Poledit still works. Or you can you use the win2000 administrative tools/ local security policy
A good third party tool I've tried is x-setup, its shareware I think and I think I got it from of It works pretty well and has many features and I'm sure that there are other third party tools you could use too.
 
Ok. Thanx for the tip. But i cant find the poledit program on the win 2k machine. Do i have to copy it from an old nt4 workstation? I found it very strange that they skipp tools like this on the workstation modells.

copy from NT 4 CD would work just fine.
They didn't skip it, there are just new tools for that called local security policy.
