Making a Movie

I am able to make little movies within one screen. But what i want to know is how to make a movie that switch to different screens. Here is an example.

You viewing a small town, Then a message comes up (black screen) "Meanwhile in Washington", which then switches to the white which is on a different sheet.

If someone can help I would be very grateful

do you want the black screen to be a smaller screen, superimposed on the white, but with the white screen still visible?
