Making a global SP?

Is there a way to make a stored procedure global so any user of any db on the server can use it without fully qualifying the thing? Something like how you can call sp_who2 from anywhere, even though it's in master only.

Prefix it with sp_ and create it in master. It will execute in the context of the database called from.
