Making a Backup Copy of 98 Installation Disk

I've just discovered that the copy of my 98SE Disk
is missing at least one key file (Command) and probably
more. Does this mean the system files are missing and
if so what I do I do next attempt to make sure that
the backup 98 disk is functional???

Make another one. Start, settings, control panel, add/remove programs, startup disk tab.

Command is a system file.
