Make-up agent not running after failed/incomplete backup

Has anyone ever experienced a make-up job not kicking in after a failed or incomplete backup? I've never had any problems with this method until last friday when 2 different backups failed or were incomplete with no make-up jobs starting at all. I am running ARCServe 2000 AD SP4 on a Win2K server.
