Make this page available offline

I've been developing a web page for our intranet site at work and have been doing a lot of the work at home on my machine. I have an html page that displays data from tables in SQL server 2000. I've been working on this for a month and yesterday I started receiving a message stating that I need to add the site to my favorites and then check the box "Make this page available offline". However, the check box is dimmed. If I try to work online it can't make my SQL odbc connection. Same is true if I work offline.

I don't get it. I don't know why it worked for a month and stopped working yesterday. How do I work offline on my pages. Prior to yesterday, via Internet Explorer, I simply typed in the Address bar: "c:\InetPub\
How do I make it work offline again?
 
Are you working down a VPN connection of any type?

I know when i used to work through VPN's on a browser it would often class it as an 'Offline' connection.

I don't know what a VPN connection is. But anyway, it started working again. It appears that if I log onto the internet via my dial-up and then exit out and hang up, it works.
