Is there a way to put a phone in MAKE SET BUSY at a specific time without any intervention (schedule)?

If you have basic ACD you are probably stuck with the users pressing the right button. If you have symposium or similar, you can make scripts so that the calls are rerouted at a specific time, away from the agents.
 
You could setup a voice mail application with time of day controller.
Use IDC to route call to Voice mail 1st. Sent to phone when you want and to voice mail or cell on other times.
