I'd like to try to create an MDE file, but when I go into Tools & Database utilities, all the options are enabled EXCEPT Make MDE File.

Is there something I should be doing to enable this option?

Thanks!

Does the database compile properly ?
when in VBE (Ctrl+G) menu Debug -> Compile

Hope This Helps, PH.

I did Debug & Compile, found a few errors, which I corrected, then tried Debug Compile again. No error messages. Should I have gotten a message indicating that it compiled successfully? I got no message at all.

And Make MDE file is still not enabled!

Then you are using a database file format which is different to your Access version - most likely you are using A2000 format in Access 2002 or 2003. (You can see this in the title bar of the database window).
You have to convert the format to A2002/A2003 and then you can make the mde.
