make incoming lines ring more then once

I have a CICS with 7.1 software. 3 incoming CO lines appear and ring on set 21 and are programmed into Pool A. Prime line is set to Pool A. There is no AA.
Using set 21, if on a call on line 1 and line 2 rings in, line 2 rings only once and then continues to flash. Is there a way to make all incoming lines on set 21 ring until answered?
 
When a line is set to appear and ring (or to ring only) on a set, it usually rings until it is answered. Check the line assignment to make sure it is the case:

Terminals & Sets > [Set 21] > Line Access > Line Assignment > [Line 2]​

When the set stops ringing but the line indicator continues to flash, it can mean that the call has been forwarded. Check the forwarding settings for the set:

Terminals & Sets > [Set 21] > Capabilities > Forward No Answer > Forward To​
Terminals & Sets > [Set 21] > Capabilities > Forward No Answer > Forward Delay​
Terminals & Sets > [Set 21] > Capabilities > Forward on Busy​

While you are at it, also check the Do Not Disturb on Busy setting:

Terminals & Sets > [Set 21] > Capabilities > DND on Busy​

Also, make sure no ringing service is active:

At set 21, press Feature 870​
 
Set 21 is the only set that rings and is answered by a receptionist. I was thinking that it was a feature built in the Norstar that when you are on a call and another call rings in, you get one burst of ringing and then no more so as to prevent your current conversation from hearing ringing in the background. Is this correct?
 
Not quite.

When you are on a call and another call comes in at your set, you hear a soft ring. That is, the ring volume is lower than when the phone is idle. However, the call keeps ringing as long as it not answered. This is the default behaviour.

However, this behaviour can be changed. If Call Forward No Answer is enabled at the set, the call will alert for some rings and then be forwarded to another set. If Call Forward on Busy is enabled, the second call will be forwarded to another set without ringing. If Do Not Disturb on Busy is enabled at the set, the second call will not ring, but it will still flash an indicator. There are other possibilities, these being the most obvious.

I suggest looking into the line assignment and the set capabilities to make sure everything is set up properly. It might be as simple as a misconfiguration.

Also, set 21 is usually the prime set for the lines. Is there any message that is shown on the display when the second call rings?
