make image file path universal

Under myapp, there is a folder IMAGES. I stored all images into it. How to make imageurl universal so that no matter where to install the image still displa? I try:

//localhost/myapp/IMAGES/XXX.gif

~/myapp/xxx.gif

but none of them work after I deployed.

~/Images/xxx.gif will go to the application root (virtual directory) and into the images folder. This will work with the site in

http://localhost/mypp

or in

http://myappdomaim.com.

The tilde trick only works in server controls though.
