Make exsisting PDF with forms editable

i have several PDF's and the are forms but a user cannot type in them. all they can do it print it out and hand write it.

I need to make this file editable to where they can fill it in and then print. I searched forms on the help but really didn't help me. and also would i need to convert the file or something...im new at this so im stuck so someone please help me out
 
Under the Forms Menu, click "Run Form Field Recognition." Acrobat will attempt to find all of the fields in your form and create fillable fields.

Or... if you want to do it yourself:

Under the Tools menu, click Forms>Show Forms Toolbar.

Use the various tools on the Forms toolbar to create different types of fillable fields: checkboxes, radio buttons, text fields, etc. (Hovering over the icons for the various tools gives you instructions on how to use each tool.)
