make available offine for inbox grayed out

I upgraded my client from 8.0.0 to 8.5 and was trying to reconfigure it because it was not a real upgrade the install made me uninstall and reinstall. I wanted to make a offline copy of my inbox for travel but the option is grayed out, I am in my inbox I go to file>application>make available offline

Any thoughts?

additional info:

When I go to file>application>properties

it shows server as my notes server and not "local" like you would see from a local copy, I thought it might be local already but no luck from what I can see
