One solution involves writing a program that will continually scan the process table for any given username other than the ones normally there when the system is not being accessed. The program will scan, send email if necessary, and then sleep for a few seconds.
Start the program in the form 'nohup program-name [arguments]'. Nohup allows the program to continue running even after you log off. Alternatively, just start it in your init scripts.
