Maintenance Plan sql 2000

I am unable to modify Maintenance Plan - get an error 14258 . Cannot perform this operation while SQLSERVERAGENT is starting. Saw another post to check if it is running fiber mode processing - it is.. How do I change? Should I change? Any adverse affects of changing? Any idea how it changed to be running fiber mode processing?
