Maintenance Console issue 1

I have been running this on a Win 7 Laptop with out any issues
I have attached 2 pictures that show thw one that works fine and one that only has 3 menu options on it.

The one that does not seem to have everything is on Win XP

it only lets me upload one file so this one is of the one on XP that only has 3 menu options

It depends on what user you enter when first open the tool. That looks like admin and not installer level
