I've got this annoying problem where I select a transparent shape that I've just drawn and I want to draw another with the same opacity, yet Illustrator resets the opacity to 100%. It's very tedious and annoying to have to keep changing the opacity level for every shape I draw.

Create a "Graphic Style" (shift + F5) with your first object selected. Then every new shape you make you can click on your new graphic style to apply the same %.
