Maintaining Hyperlinks in a PDF

When a report is downloaded to PDF we lose the use of hyperlinks. I have a requirement to maintain these hyperlinks which will be used to jump to another section in the same report. Has anyone had do something similar and how did you resolve it? Basic details about the report are, Page level security will be used to restrict viewing. A hierarchy similar to Area manager, office manager, office worker with each level showing their own grouped data. Reports will be downloaded to laptops and so wont have access to the server for viewing. Using Actuate 7 SP2. Also is PDF the right format to use for this requirement?
 
What are the 'users' going to view the reports with? You may want to look into them using a different viewer and sending an roi rather than them using a pdf and acrobat reader.
 
Unfortunately installing a viewer on to the users laptops is not an option
 
So the only thing that they can view is a pdf file? Not sure if you can carry the hyperlinks over to the document if it's in PDF without some sort of third party software. Try contacting Actuate support and see if they have a solution. PDF doesn't interpret dhtml code that would give you the links.
