Maintaining Consistent Drop Down Menu

I have a lot of pages on my site and would like to find a better way to manage changes I make to my CSS dropdown menu (from: for example.

If I update the menu on the homepage with a new item, I would then need to update all subpages. Obviously this is a far from optimal solution.

Other than an iframe type solution, what options are recommended? Can I create a menu file and call that file somehow?

Yes. But not with HTML.

Your options :
[ul]
[li]generate the HTML documents offline ( m4, Gema, Haml, Toupl, ... )[/li]
[li]generate the HTML documents dynamically ( CGI, SSI, PHP, ... )[/li]
[/ul]
There is one more, but I would not call it option, as it will stop the bots crawling your site :
[ul]
[li]include the menu data with JavaScript[/li]
[/ul]
