Is there a way to enter a display name when I use mailto?

I would like the user to see a name of the person the e-mail address belongs to. Can it be done?

If you mean you want to be able to enter a name as well as an email address, try this:

<a href="mailto:Fred Bloggs &lt;fred@bloggs.com&gt;">Email Fred Bloggs</a>

if you mean you want to get your email package to lookup the name for the email address you've entered, you probably need to ask in the forum for your email software.

Incidentally, the solution I posted above may not be standard, and may not work with all mail packages. It certainly works with Outlook 2003, at least.
