This is a setting in Internet Explorer.
Just go to Tools -> Internet Options. Open the "Programs" tab and you will see drop down lists for the individual options. In the E-Mail drop down list just select "Lotus Notes" and click OK.
This will start a new memo in Notes when you click the mailto: link
