mailrc ignored!

Hi,
I am trying to configure a .mailrc for ucbmail or mailtool. I am using csh for my shell, and have put in the follwing into my .cshrc

setenv MAIL /path/to/mailfile
setenv MAILRC "~/.mailrc"

However, no matter what I add to my .mailrc, nothing seems to take affect. I am trying to add in:

set do_signature=1
set replyto=replyto@address.com

Am I missing something here?
